Abu Dhabi Investment Authority

Dhaen Al Hameli, Executive Director, Core Portfolio Department

Mr Dhaen Al Hameli is the Executive Director of ADIA’s Core Portfolio Department (CPD). The Department comprises Central Treasury, Trading, and the Total Portfolio Solutions Group. CPD enables ADIA’s Total Portfolio Management strategy through funding implementation, beta replication and execution He is responsible for the overall management of the Department specifically in the areas of investment strategy, performance, risk, and organisational development.

Mr Al Hameli holds a number of additional active roles within ADIA, including serving as Second Vice-Chair to the Management Committee and a member of the Investment Committee.

Mr Al Hameli is a Board member of Abu Dhabi Islamic Bank (ADIB). He previously served as a Board Member of InvestAD 2015 – 2019, The Arab Investment Company (TAIC) 2012 – 2015 and Integrated Capital 2015 – 2017. He has also served as Chair of the Executive Committee of Abu Dhabi Health Services Company (SEHA) 2017 – 2018 and as a Board Member of Abu Dhabi Health Services Company (SEHA) 2015 – 2018.

Mr Al Hameli has a BSc in Finance from Concordia University in Montreal. He has been a CFA charter holder since 2008.

Ithmar Capital

Obaid Amrane, Chief Executive Officer

Mr Amrane has been appointed by His Majesty King Mohammed VI as Chief Executive Officer of Ithmar Capital in February 2019.

Prior to this appointment, Mr Amrane was Deputy CEO of the Moroccan Agency for Sustainable Energy (MASEN). He was a member of the Executive Board since its creation in 2010.

His previous experience in the economic and financial areas, as well as his engineering capabilities, allowed him to oversee all the procedures and operations within MASEN, from development to legal engineering, partnerships and financing.

From 2006 to 2010, Mr Amrane was the Managing Director of the Moroccan subsidiary of the BPCE Group to develop the activities of the French banking group in the banking and real estate sectors in Morocco. Prior to that, Mr Amrane held various positions in the Moroccan Ministry of Economy and Finance. He was a Public Finance Inspector, Head of the Debt Restructuring Service at the Treasury Division, and then Head of Credit within the same division.

Mr Amrane holds a dual degree in engineering, from Hassan II Institute of Agronomy, and Finance, from the General Inspectorate of Finances and the Association of Investment Management & Research (certification).

State Oil Fund of Azerbaijan

Israfil Mammadov, Chief Executive Officer

Mr Mammadov serves as the Executive Director (CEO) of the State Oil Fund of the Republic of Azerbaijan, having been appointed by the Presidential Decree dated November 29, 2019.

Mr Mammadov joined SOFAZ in 2008 as Chief Investment Officer and in 2013 was appointed Deputy CEO, with the responsibility for managing the Asset Management Division of SOFAZ and leading the Investment Committee.

Mr Mammadov, during his managerial career in SOFAZ, has made an active contribution to shaping the role of the Fund in the IFSWF initiative. Historically, SOFAZ, as one of the founding members of IFSWF, was closely involved in drafting the Santiago Principles. The Fund hosted the inaugural meeting of IFSWF in 2009. SOFAZ has also led IFSWF's Subcommittee 1, which focused on SWFs' implementation of the Santiago Principles by individual SWFs. Within this agenda, Mr
Mammadov, supervised the dedicated team in SOFAZ to complete the first Santiago Principles self-assessment in 2010 and it was one of the first to disclose this in its annual report. He also led the organisation committee of SOFAZ to host the IFSWF's first workshop in 2016, to discuss the outcomes of the workings of SC1. Mr Mammadov is a current board member of IFSWF and attaches great importance to SOFAZ contribution to Board and Advisory Committee meetings.

Before joining SOFAZ he worked at the State Oil Company of Azerbaijan Republic (SOCAR) and in various positions in the Ministry of Foreign Affairs of the Republic of Azerbaijan.

Mr Mammadov also serves as a Member of the Supervisory Board of Southern Gas Corridor JSC and Financial Stability Board of the Republic of Azerbaijan.

Mr Mammadov is a graduate of the Moscow Institute of International Relations, where he studied international economics.

BPIFrance

Isabelle Bébéar, Director of International and European Affairs

Isabelle Bébéar is currently Director of International and European Affairs. She manages a fund of funds dedicated to investment in Africa, Averroès Finance, and is responsible for relations with sovereign wealth funds and international long-term investors.

Before she was Head of Business Development and support for SMEs and Head of Investments in French regional private equity funds and South-Mediterranean countries, with nearly €300m under management. Isabelle previously worked in the pharmaceutical industry as an international human resources manager.

Isabelle has a degree from the Institut Supérieur de Gestion international business school. She is President of the Management Board of Euromed Capital Association. She is a director on the board of Proparco (AFD Group) and a member of its Audit and Risks Committee. Isabelle is also VP on the board of HDBI, the Hellenic Development Bank for Investments.

China Investment Corporation

JU Weimin, Vice Chairman, President and Chief Investment Officer

Mr Ju Weimin is Vice Chairman, President and Chief Investment Officer of CIC. He is reputable for his excellent work in one of the most important phases of CIC’s development since 2015.

Mr Ju plays a leading role in navigating CIC towards becoming a respected sovereign wealth fund and building up the company’s institutional investment capabilities. He is responsible for the strategic orientation of CIC’s overseas investments and oversees most of CIC’s investment committees and operating units. Under Mr Ju’s leadership, CIC has refined management, optimised investment strategies, and progressively increased prudent investment in alternative assets. As a result of these endeavours, CIC's investment performance has significantly surpassed its 10-year target and realized a double-digit 5-year cumulative annualised return. The company’s total AUM has surpassed the milestone of $1 trillion.

Mr Ju actively promotes CIC’s international exchanges to realise mutual benefit with partners. Robust measures have been taken to expand global outreach under his leadership. He personally led CIC’s engagement in the International Forum of Sovereign Wealth Funds (IFSWF) to advance the development of the Forum and strengthen the SWF community He also served as, among other positions, Co-Chair of the Trade and Investment Taskforce of B20 Saudi Arabia and Co-Chair of the Financing Growth & Infrastructure Leadership Taskforce of B20 Germany, aiming to advocate an open, fair, and nondiscriminatory international investment environment

Prior to joining CIC, Mr Ju had acquired profound experience in China’s market and superior expertise in enterprise management during his 30-year tenure at CITIC, the pilot for China’s economic reform and opening up. Mr Ju held several leadership positions at CITIC Group and its subsidiaries, including Executive Director, Vice President and Chief Financial Officer of CITIC Group. Mr Ju holds a master's degree in economics from Renmin University, China.

GIC

Kevin BONG CFA, Managing Director, Director, Economics and Investment Strategy

Kevin is Director of the Economics and Investment Strategy department (EIS), and a Managing Director of GIC. He leads EIS in articulating GIC’s strategic outlook, determining asset exposures and benchmarks, and optimizing capital allocation for the GIC Portfolio. He is a member of GIC’s Investment Management Committee and the Group Risk Committee.

Kevin previously managed the External Public Investments & Credit portfolio at OPTrust in Toronto, where he and his team pioneered the allocation to multi-asset funds and hedge funds and transformed the Trust’s investment policies and portfolio. Earlier in his career, Kevin had been Vice President and Portfolio Manager in GIC’s External Managers department in New York overseeing North American equity funds and hedge funds, and Vice President in GIC’s Investment Policy & Strategy department in Singapore analyzing asset classes and strategies, refining optimization techniques, and advising the government on its long-term investment goals and risks.

Kevin is a Board Director of the Pacific Pension & Investment Institute, and an International Advisory Board Member for EDHEC-Risk Institute. He is also a Co-opted Investment Committee Member for the National University of Singapore Board of Trustees, and an Investment Committee member for the Tote Board. Kevin holds degrees in Electrical Engineering & Computer Science and Management Science (Finance) from the Massachusetts Institute of Technology. He is also a CFA charter holder.

National Investment Corporation of the National Bank of Kazakhstan

Galymzhan Tajiyakov, Chairman of the Executive Board and the Member of the Board of Directors

Galymzhan Tajiyakov is the Chairman of the Executive Board and the Member of the Board of Directors of the National Investment Corporation of the National Bank of Kazakhstan (NIC NBK). 

Prior to joining NIC NBK, Mr Tajiyakov held the position of the Deputy Chairman of the Executive Board, Managing Director at “Baiterek” National Managing Holding. Between 2016 and 2019, Mr Tajiyakov was the Chairman of the Board of Directors of Kazakhstan Mortgage Company and QazTech Ventures.

From 2012 to 2016, Mr Tajiyakov worked as the Managing Director at the Eurasian Development Bank.

Over the years, Mr Tajiyakov held various executive positions at Citibank, HSBC Bank, Kaspi Bank, ABN AMRO Bank, and acted as the Member of the Board of Directors of the Development Bank of Kazakhstan and Damu Entrepreneurship Development Fund.

Galymzhan Tajiyakov graduated from Kazakh Economics University (BSc Economics) and Durham University Business School (MBA).
